This is the first version of the Secret Rare foil English God card released on April 17th 2003. The EFFECT is not present on this card, but a translation of the Japanese version of the card reveals that this monsters' effects are:

Reduce your life points by 1000 to destroy any monster on the field. Pay any amount of Life Points and increase Ra's ATK and DEF by the amount of Life Points paid."
