Ricky Smith is 100% correct in the ruling of this card. As stated on the card send monsters for a !SYNCHRO SUMMON! meaning the summon must conform to all the general requirments of Synchro Summoning as for one example of Synchro Summoning, one tuner and one non-tuner on your side of the field.
A quick 2 minute search on Pojo Forums will confirm this.
Do not be mis-lead, the cards is very, very situational, but is by no means useless, it is however in this meta rather slow. I would strongly advise doing some research into your deck engine, before maining this card.
